Title: Performance Monitoring and Evaluation System (PMES) for Government Departments of Government of India

Abstract: The Prime Minister of India approved the outline of a “Performance Monitoring and Evaluation System (PMES) for Government Departments” to ensure monitoring of performance of various ministries of the government. Under PMES, each department is required to prepare a results-framework document (RFD). An RFD provides a summary of the most important results that a department/ministry expects to achieve during the financial year. This document has two purposes: a) move the focus of the department from process-orientation to results-orientation, and b) provide an objective and fair basis to evaluate the department’s overall performance at the end of the year. A Memorandum of Understanding (MoU) will be signed by the secretary to the government of the respective department/ministry and the minister following which a continuous performance evaluation of these ministries will happen. The current project has identified sixty such ministries to start with, following which the exercise will be rolled out across all ministries.
