Abstract: | The concern for the health of the population, particularly the weaker sections of the society has been articulated by an increasing number of planners. As a consequence the search for an alternative health care system has gained momentum. The report, "Health for All: An Alternative Strategy" (1981) of a Study Group sponsored by the ICSSR and the ICMR, offers a possible model of an alternative. The working paper is a note in response to this report. The note welcomes the directions presented in the report, but suggests that a strategy of implementation rather than the elucidation of a desirable future state is the need of the hour. The need is to learn to deal with the existing system with its network of facilities and services. A summary set of four current tasks and a possible mode of organisation which links all those interested in change for a more equitable system are offered. |
