Abstract: Based on the analysis of multistakeholder and multilateral approaches, the report has developed an appropriate approach for India. It has highlighted the issues in adopting either one in a dichotomous manner. IT proposes the multi-tier open participation (M-TOP) approach which embeds the relevant stakeholders and primary decision-making groups in Internet governance processes on the basis of a tiered architecture of the Internet and also takes in the scope of distributed nature of Internet. M-TOP embraces the positive aspects of both multistakeholder and multilateral approaches, and will be applicable at all domestic, regional, and international levels
