Abstract: Abstract: 1) Introduction and context description: Usually people tend to think about the government machinery as a slow, inefficient behemoth guzzling the tax payers' hard earned money. The government servants are often treated in disdain. Very little effort had been put from the government's side. However, the government of Gujarat had embarked on an HR training and development mission. It has also tried to make these employees to be a part of the decision making processes. The project was to study the various HRM initiatives in civil sen/ices in Indian states with special reference to Gujarat and to understand the context of HRM reforms undertaken by Gujarat government their strategic relevance. The project also attempted to document and analyze these initiatives using case study methodology based on inputs from various stakeholders of civil services reforms. 2) Research questions: 3) What made Gujarat government take up such initiatives in HR training and development 4) What are the roadblocks they faced while implementing the plans 5) What all are the root causes of the public perception 6) Methodology: Develop a comprehensive case study based on the inputs given by the various stakeholders involved with civil services. Interviewing will be the primary tool. a) The top bureaucrats in Gujarat Government governance machinery (Secretary) for getting the required background information b) The middle level employees for assessing the impact on them as well their subordinates c) The entry level: The class -III and class -IV employees who are the threshold of service delivery to the customers d) The other stakeholders who interface with the government, especially the Citizen groups and NGOs 7) Findings: 1. Indepth insight into two initiatives undertaken by the Government of Gujarat towards motivating and training their employees and in the process modernizing their outlook towards public management 8) Limitations of the study: The project could not cover the first person perspectives of two important stake holders in this exercise-the citizens and the employees. 9) Scope for further work: An in-depth analysis of the citizens and the employees about • The impact of the exercise • The change in perception of the employees • Changes that could be possible within the frame work but substantially Improve the initiatives • Modeling the initiatives so that another state can replicate the model. 10) Key words: New Public Management, V-Governance, Human resources Management . 11) Learning from the IP process: • The study followed a huge amount of literature review. • The study enabled to gain an insight into the functioning of various government bodies The scope of the study was too huge, given the fact that there were two initiatives taken by the state government rolled out on a massive scale, yet the initiatives came at the behest of an individual.
