Abstract: | Since 2016, when the central government launched its Startup India policy, entrepreneurship has received a lot of attention from state governments as well. This has been manifested most often in the form of a state-centric startup policy, in which the states enumerate the ways and means by which it would support and foster entrepreneurship in the land. While these policies have focused a lot on how to support existing startup or startups that are just about to come into existence, the focus on fostering entrepreneurship as a viable and stable source of occupation has been quite dim. Jharkhand came out with its startup policy in 2016, with a pivotalrole played by the central incubation center. While the policy has numerous policies for promoting entrepreneurship at various levels of its existence, through this project, we try to enumerate and suggest ways in which the government can ensure a robust mechanism of promoting entrepreneurship at the most basic level – which is, to encourage people to take up entrepreneurship as an occupation. We start with examining the reasons why people take up entrepreneurship at a personal level, and move on to see how the different states are meeting those requirementsfor students within the state. We move on to suggest some policies that are necessary for this goal to be met at the grassroot level. |
