Abstract: The Indian Government funds multiple orphanages, juvenile homes, short stay and shelter homes all across the country for homeless girls, women, boys and juveniles in conflict with law. These are some of the most vulnerable sections of our society. Reports say the residents of these institutional care homes are subjected to inhuman conditions and are often victims of sexual abuse, violence, neglect and psychological abuse. The paradox is that these children and women are being exploited and made to feel unsafe at the very place they are supposed to be taken care of. In this report, we try to identify the factors and entities which play a role in creating this picture and the possible ways of improving the situation.
