dc.description.abstractThis paper seeks to establish an operational framework for translating long-run organisational goals into short-run budgets and operational targets and schedules. It contends that the effectiveness of such a process of transformation depends essentially on a number of factors: viz, the explicit formation of short. run organisational objectives by top management based on viable analyses of the external situation; the designing of budget formats to ensure that in target development all relevant bases are touched; the target review process; and the monitoring process, recycling information into future planning.
