E Action Committee on Public Enterprises, set up in January 1972, has been examining, among other things, the problem of industrial relations in the public sector. One of the members of the Action Committee prepared a draft Action Plan document in September 1972 which was circulated among 30 or so critics drawn from diverse fields. These critics made their comments and observations on the document in the course of a special Seminar organised for the purpose at the India International Centre, New Delhi on October 19, 1972. In the light of the comments and observations of the critics, the earlier draft was revised by a drafting committee consisting of five members.
