Abstract: India is biggest failure in its economic reforms programme is that there has not been a transformation of public enterprises. While privatisation appears to be the only way out, it has not made much of a headway. This paper attempts to examine why this has been so specifically exploring the incentives that influence the decisions of India's politicians and policy-makers while dealing with the issue of privatisation of public enterprises
