The paper discusses technical, institutional and economic aspects of the Production and Marketing problems of Asian villagers. It argues that these aspects are manifestations of the structural deficiencies associated with the factor and product markets. It also discusses the role that public policy has played in attempting to resolve the problems. Finally it suggests how the district level officials can make the formulation and implementation of the rural development projects more meaningful and effective.en
