dc.description.abstractIn 1990, the construction of the Konkan Railway alignment was taken up to bridge the Konkan gap of about 1000 kms in the railway network between Bombay and Mangalore. The present case deals with the controversy over the choice of Konkan Railway alignment in Goa among the many available alternatives. Out of the total of 105 kms. in Goa, the controversy was regarding the sections from Mayem to Balli for which representations had been received for a change in the alignment to the hinterland. Opposition hinged on issues such as the Khazan lands, Carambolim Lake, Mangrove swamps, settlements and churches of Old Goa.en
