This note discusses the pre and post-reform performance of the agricultural sector with a view to assess the latter's strategy to depend more on (barter) terms of trade for its growth. It shows that this strategy has deteriorated the growth in non-price factors as well as in agricultural production and value added. based on this it is suggested that the factors like government expenditure, technology and institutions are more important for agricultural growth.en
