Abstract: | This case represents a situation of new technology adoption at national level in an established government organisation. OpenOffice software adoption was one of the initiatives among the many IT strategies undertaken by the Chief Election Commission of India. The case presents a situation of new technology adoption at the Chief Election Commission of India and at state level Chief Electoral Offices. The case presents a situation of change management undertaken in an unstructured and random way. It is a unique situation where more than the benefits of the new technology it is the manner of handling the change by the governing body that will decide the future course of action. |
