Abstract: Human Resources Development (HRD) should be a continuous and planned process. Neglecting it, because its results are not discernible in the short run, can weaken the organization. Based on the experiences of several public and private sector enterprises, T V Rao outlines in this article the steps that managers should take to strengthen HRD processes.
