| Abstract: | The traditional market failure approach does not identify the distinctive characteristics of higher education institutions sufficiently as it does not focus on their organisational architecture. Without this frame of reference it is difficult to comprehend the modes of functioning of higher education institutions. Policy-making in such a vacuum can result in distortions. |
