Agricultural activities are considered to simultaneously contribute to and suffer from the process of climatic change. Existing literature suggests the effects on both counts to be much higher in developing countries than in their developed counterparts. India is also no exception to such apprehensions. Institutionalizing strategies that help Indian farmers not just adapt to the impending changes but also embrace mitigating practices to reduce emission of greenhouse gases are of utmost priority for Indian society, polity and economy. The present paper takes a synoptic review of available literature to understand the nature and causes of the threats to and from Indian agriculture in relation to the global change in climate, poses the findings in the context of present global debate on evolving a global consensus about the incentive-disincentive mechanism to be created to induce reduced global emission, and underscores the need to involve the State Governments as well as the researchers and academics in designing a suitable document for presentation to the forthcoming global climate conference at Copenhagen (COP15) in December, 2009.
