    Abstract
This study proposes to assess the usefulness of formal credit market interventions of last several years in the form of enlarged and cheap credit availability, besides loan waivers for livelihood promotion of vulnerable sections of the rural population. Based on literature review and primary data from Gujarat and West Bengal, the study proposes to develop and test hypotheses to come up with policy prescriptions.
