Performance management system for school teachers
Abstract
The paper looks at the four main components of a comprehensive performance management system for school teachers and the inter-linkages among these components. The paper also discusses the types of performance management systems and their characteristics. The three types are: Basic System, Participation-Oriented System, and Development-Oriented System. These three types of systems are not exclusive to each other. A good participation-oriented system needs to have all the characteristics of a good basic system and a good development-oriented system needs to have all the characteristics of a good basic system as well as a good participation-oriented system. A study of 187 schools under the Central Board of Secondary Education in India showed that the percentage of schools having characteristics of Basic System, Participation-Orientated System, and Development-Oriented System progressively decreases, thus implying that many of them have still not recognised the importance of individuals in performance management system and are yet to discover multiple perspectives and benefits of this system. Data also shows that although the characteristics of performance management system are present in a systematic manner in a large percentage of schools, still there are an undesirably high percentage of schools where these characteristics are needed to be linked in a more systematic way.
