dc.description.abstract | The Twelfth Schedule of the Constitution lists the various Functions of Municipalities
which majorly includes activities related to the town's upkeeping, alleviation of poverty,
safeguarding the interests of the weaker section, providing basic amenities and facilities
apart from the several regulatory works that they undertake. Expenditure of municipal
corporations in order to carry out the duties mentioned above can be generally divided into
categories such as General Administration, Planning & Regulations, Public Works, Health,
Sanitation, and Solid Waste Management, Civic Amenities, Urban Forestry, Urban Poverty
Alleviation & Social Welfare and Others.
Municipal corporations, however, fail to live upto the expectations of the public in
providing the basic amenities. They are marred by gross mismanagement and irregularities
in the management of the funds allocated to them which often leads to delayed payment in
salaries of its workers especially teachers which lowers their motivation to teach. This
affects the quality of education provided by the Government schools run by these
corporations. Even though India is making significant progress in education and has started
to compete with top universities globally, the quality of education in these government-run
schools is still dismal. The main aim of the project would be to analyze the past data
concerning the budget allocation and expenditure and determine the factors on which such
distribution depends, especially in education. | en_US |
