Abstract

Here is a situation where two national policies family welfare and labour welfare appear to be contradictory at the delivery end, and throw up conflicts between the two implementing agencies. As a result, there could be confusion in understanding or even misunderstanding the overall governmental policy. How could such a situation be corrected? How could a better coordination in communication be brought about?
