dc.description.abstractStarting with a 1982 feasibility study for irrigated eucalyptus plantations on waste forest lands, this case describes the process of the project up to 1989. The project has not been implemented.The case can be used for a discussion on real and perceived technical, administrative, managerial, and organizational constraints on efficient use of scarce natural resources.Identifying sources of negative and positive perceptions could be another interesting and useful exercise.en
