Simple tool for benchmarking early literacy skills in Indian languages
Abstract
India's literacy rate has been rising rapidly. Unfortunately we are in the dark about the literacy levels of the so - called literates. A simple, quick, and easy to administer tool for measuring literacy skill is described. The tool has been found to be useful in literacy and primary education contexts. Use of the tool on a sample population can throw light on the distribution of literates along a range skill levels. Knowledge of this distribution has direct policy implications for national literacy initiatives.
