Abstract
Faced with a huge and growing unmet demand, the government decided to open the telecom sector for private participation in the mid 1980s. Tenders were invited, in 1992 from Indian companies to bid for franchises of cellular mobile services in the metropolitan cities. This case focuses on the issue that Hutchison Max Telecom Pvt. Ltd.
