Abstract
In 1992, the Department of Telecom (DOT) announced provisional selection of bidders for licensing the operation of cellular mobile telephone services in the four metropolitan cities. This case deals with a legal saga that Hutchison Max Telecom Pvt. Ltd. (HMTP) underwent between January 1993 and October 1994. This case focuses on the implications and learnings for the future as a consequence of the judicial proceedings.
