dc.description.abstractThe Head, Gujarat, Tata Infotech Limited (TIL) was reviewing the financial bid for the Gujarat State Wide Area Network (GSWAN) project. The bid was for a uniform quarterly revenue to be received from the Government of Gujarat (GoG) over eight years for Build-Operate-Transfer (BOT) concession of the project. Of the eight bidders, during the technical bid submission, TIL's bid was rated number one and short listed with three others, for submission of their financial bid. The bid was due to be submitted in a few days. There was a feeling that the bid may be overstated, both from the assessment of the competition and a possible over provisioning for the risks and penalties. This case focuses on a further in depth examination of the financial and risks analysis in order to arrive at a final bid. In the light of this bid preparation experience, the TIL board also wished to examine and propose organizational implications for any restructuring, if TIL were to exploit business opportunities in infrastructure development in the IT sector.en
