OpenOffice software adoption was one of the initiatives among the many IT strategies undertaken by the Chief Election Commission of India. The case presents a situation of new technology adoption at the Chief Election Commission of India and at state level Chief Electoral Offices. The case presents a situation of change management undertaken in an unstructured and random way.
