dc.description.abstractIn 1971 the Government of India announced a subsidy scheme to develop backward areas. Projects located in these areas are eligible for a subsidy of one-tenth of fixed capital in the case of new units and one-tenth of additional fixed capital in the case of existing units. This paper looks into how operationalization of the scheme has affected decisions relating to selection and location of projects.
